eBooks & eSerials at the Library of Congress

The Library of Congress’s mandate to build its formidable collection does not halt at the boundary between print and digital. Over the past few years, the Library has heightened its focus on digital publications and has seen great progress in this sphere with its eDeposit for eSerials program and its Cataloging-in-Publication eBook program.

Dr. Westervelt will be discussing the activities, experiences and lessons learned by the Library of Congress in acquiring and managing eBooks and eSerials.

The growth in the publication of eBooks and eSerials over the past decade has been remarkable and it has presented new opportunities and new challenges for everyone involved with books and magazines, from authors to publishers to vendors to libraries. The Library of Congress has a mandate and a mission to acquire creative works in all formats, so these are opportunities and challenges which it is facing every day. In the past few years, the Library has devoted more resources to programs aimed at acquiring and managing those digital publications, especially the eDeposit for eSerials program and the Cataloging-in-Publication eBook program.

Dr. Westervelt’s talk will focus on these two Library of Congress programs. He will place them in context, both within the industry and within the Library’s current management of print publications. He will discuss what has been accomplished so far by these programs and point out some of the novel problems they have faced, as well as how the Library is solving them. Finally, he will discuss the challenges which remain, such as acquiring this content in sufficiently large numbers and from all over the world and making that content available to its patrons. The situation faced by the Library with regard to eBooks and eSerials is one which will be familiar to anyone involved in the creation, publication, distribution, preservation or use of digital publications. It is hoped that the lessons learned by the Library in this regard will prove of some value beyond its own institution.

Dr. Theron Westervelt

Dr. Theron Westervelt is a graduate of the University of St. Andrews and of the University of Cambridge. He has worked at the Library of Congress since 2001, beginning his career there working with print serial publications. Since 2009 he has been the Library Services Manager for eDeposit. He managed the implementation of the Library of Congress’s Recommended Format Specifications and manages or participates in several other digital projects and programs at the Library.
